SORN basically means someone says they still own it but it’s in s to rage or otherwise off the road, correct?

Essentially yes.
SORN means Statutory Off Road Notification.
It means the car has been declared off the road for whatever reason (ie rebuild, in storage, in a museum, etc...) and so is not taxed to be on the road. But vehicle insurance may still be applicable if the owner wishes.
